AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just over a week before the country’s general election.
Study Shows Consistent Bias in AI Suggestions
The four chatbots evaluated by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the regulator explained in a report released ahead of the late October vote.
For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the positions of these political entities, the study indicated.
Authority Figure Cautions Against Using AI Chatbots for Election Advice
The deputy head of the data protection agency, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she emphasized.
“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for election recommendations, as their operation is unclear and difficult to verify.”
Voting Background and Party Dynamics
The Dutch head to the polls on 29 October in an election that will be closely watched around Europe for the showing of the Freedom party.
The far-right party of Geert Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.
All major parties have ruled out an alliance with the PVV, meaning the runner-up party is most likely to provide the next prime minister.
Inadvertent Prejudice Linked to Chatbot Functioning
The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
